Barrack Shares Joint Statement by the US, UK, France, and Germany

U.S. Special Envoy for Syria Tom Barrack shared a joint statement issued by the United States, the United Kingdom, France, and Germany. The statement includes calls for de-escalation between the Syrian government and the SDF, integration based on the January 18 agreement, and urges a “lasting ceasefire.”

In a post shared on X by U.S. Special Envoy for Syria Tom Barrack and published on the official website of the U.S. Embassy in Syria, a call was made for the “de-escalation of tensions” between the Syrian army and the Syrian Democratic Forces (SDF).

The joint statement shared by Barrack, which said that “de-escalation between the Syrian government and the SDF, integration based on the January 18 agreement, supports all parties in focusing on moving forward together with the Global Coalition against ISIS,” was released following talks.

The joint statement issued by France, Germany, the United Kingdom, and the United States following a meeting with French Foreign Minister Jean-Noël Barrot, UK Home Secretary Yvette Cooper, German Minister of State Serap Güler, and U.S. Special Envoy Tom Barrack reads as follows:

  • We welcome the extension by 15 days of the ceasefire announced on January 24 between Syrian Government Forces and the Syrian Democratic Forces. We call on all parties to strictly adhere to the ceasefire and to exercise maximum restraint. We invite all external actors to join our efforts to establish peace and prevent further escalation of violence.
  • We reiterate the obligation of all parties to protect civilians and civilian infrastructure. We welcome the establishment of humanitarian corridors to ensure the safe and unhindered delivery of humanitarian assistance. We underline the need to protect these corridors and to restore essential services in the city of Kobani.
  • We also welcome the vital role played by partners, including the Kurdistan Regional Government of Iraq, the Syrian Government, and the Syrian Democratic Forces, in addressing the challenges posed by ISIS.

Call for Rapid Agreement on a Lasting Ceasefire

We call on all parties to rapidly agree on a lasting ceasefire and to resume negotiations as soon as possible, on the basis of the January 18, 2026 agreement, aimed at the peaceful and sustainable integration of northeastern Syria into a unified and sovereign state that effectively recognizes and protects the rights of all its citizens. We believe this to be the most effective path toward stability in Syria.

‘The Coalition Against ISIS Must Convene Urgently’

We reiterate the necessity of maintaining and focusing collective efforts to combat ISIS. We call on all parties to avoid any security vacuum in and around ISIS detention facilities. To address these concerns, we have agreed that the Global Coalition to Defeat ISIS should convene urgently.

‘We Support Agreements Aimed at Integration’

We reaffirm our support for an inclusive political transition in Syria that protects the rights of all Syrians, and emphasize that the peaceful stabilization of northeastern Syria is a central priority for preventing the resurgence of terrorism and ensuring regional security.

We underline that, together with our regional and international partners, we stand ready to support and monitor the implementation of agreements between the parties aimed at the peaceful and sustainable integration of northeastern Syria into a unified, inclusive, and sovereign state that effectively protects the rights of all its citizens.
